++1 is the highest possible strength for humans to channel the One Power. On the saidar scale, it would be represented by +18, had it existed in that form;
it is one of the six channeling strengths available only to channelers of saidin. The average lifespan of a channeler reaching ++1 is almost 800 years, around that of a 1(+12) channeler.
Channelers
There are only three individual humans (subject to reincarnation) known to reach ++1 in potential. Two of these three are Forsaken: Ared Mosinel (Rahvin) and Elan Morin Tedronai (Ishamael). The other is the Dragon, the Champion of Ilúvatar and the Light. Although Rahvin reached ++1, he was somewhat weaker in power than Ishamael and the Dragon (at that time Lews Therin Telamon, then Rand al'Thor). Ishamael, on the other hand was almost exactly as powerful as the Dragon; both were as strong in the Power as humans could be, although he may have been very slightly weaker. In fact, this similarity in power was one of Ishamael's main reasons for considering himself Shai'tan's Champion for the Shadow, destined to battle the Dragon in all of his lifetimes; whether this is true is unclear.
